Lauren K. Elliott
Director
Ms. Elliott holds a Class A Subclass 1 PA Wastewater Systems Operators Certificate. She began with ARWA in 2007 as a part time lab technician after working as an Environmental Scientist / Laboratory Administrator with Quantum Analytical & Environmental Laboratories, Inc. in Dickson City, PA. Prior she was an intern with DEP in the Bureau of Water Supply Management. Lauren is a 2002 graduate of the University of Pittsburgh with a B.A., Environmental Studies and a related area concentration of study in History of Art and Architecture.
Michael Bisignani
Engineer
Mr. Bisignani is a resident of Northeastern PA, holds a BS in Environmental Engineering from the Pennsylvania State University, and is a Professional Engineer in more than 10 states. Michael has been with GHD Consulting Services Inc. for more than 13 years and during his professional carrier has gained experience in the analysis and design of water, wastewater, industrial pipeline systems, including the compilation and analysis of study results, the preparation of reports, hydraulic modeling, infiltration and inflow studies, etc. Michael is an active member of AWWA, WEA, NASTT and has served as retained consultant for countless authorities and municipalities.
Donald Jensen, ESQ.

Atty. Donald Jensen, ARWA Solicitor, appointed June 2018. Mr. Jensen is an attorney, practicing with his wife, as partners in the law firm of Jensen & Jensen. He is admitted to the bar and actively practices in Pennsylvania, New York, and Connecticut for over 33 years.
His community work includes membership on the South Abington Township Planning Commission and the Chinchilla Hose Company for more than 20 years and as a prior Vice Chairman of the ARWA Board. Don is a resident of South Abington Township who resides with his wife, Brenda, and children Nicole and Anthony, who are also attorneys.

John F. Pullo, Sr.
Chairman
John F. Pullo, Sr., AWRA Board Member, is founder and CEO of Chartwell Strategies, LLC, a strategic advisory services consulting firm. Prior to founding Chartwell Strategies, he was employed for 35 years at Gentex Corporation in a variety of senior executive positions. Industry experience prior to Gentex includes twelve years with Sandvik AB.
His community service work includes leadership roles on the boards of a variety of regional, state, and federal economic development partnerships and business incubators. He is currently Chairman of the Board of the Carbondale Technology Transfer Center, and serves on the Board of Trustees at Keystone College, as well as the Board of Directors at WVIA.
Mr. Pullo and his wife Angela reside in Clarks Summit, and have a son, John Jr, also residing in Clarks Summit with his wife and daughter.
Harry Boyd Jenkins

Harry B. Jenkins, ARWA board member, a resident of Clarks Summit along with his wife Patricia. A retired senior level executive with Lockheed Martin, Archbald, PA, L-3 Communication, St. Petersburg, Fl. and Budd Lake, NJ.. Harry has over 43 years of technical management experience in the Defense, Nuclear Power Plants, Homeland Security and Aerospace Industries , including over 25 years as a Program/Project Manager. He holds degrees from Wilkes University, Keystone and Johnson Colleges.
Casey Monagan
Secretary
Casey Monagan, P.E., ARWA Board Member, is a professional Civil Engineer, licensed in Pennsylvania for over 14 years. He is a graduate of Clarkson University with a B.S. in Civil Engineering and a M.E. in Environmental Engineering. Mr. Monagan works for UGI Energy Services, LLC, managing the development and construction of energy infrastructure projects. In his current role at UGI, he manages the development of dairy farm manure digester projects to produce renewable natural gas. He hopes his experience will serve him well in best representing his residing home of South Abington Township and all of the municipalities of ARWA.
Wayne Thorpe

Wayne Thorpe, ARWA Board Member, of South Abington Township – is employed by L-3 Communications - Space & Navigation division in Budd Lake NJ as Network Engineer / Facilities Security Officer. He has more than thirty years experience in the design and the manufacturing of electronic instrumentation for L-3 Communications and Lockheed Martin Archbald, PA. Over the years Wayne has held various positions in Design & Drafting, Software Engineering and Manufacturing Information Systems.
Paul Lockett
Board Member
Paul Lockett, ARWA Board Member of South Abington Township, is a Lease Sales Advisor for Penske Truck Leasing and has been in the Transportation industry for over 34 years . He is a graduate of the University of Rochester with a B.A. in Political Science. Mr. Lockett has served on the South Abington Sewer Authority, and maintains a position on the South Abington Township Zoning Board. Paul resides with his wife, Joelyn, and two daughters in South Abington Township.
Don Snyder

Donald T. Snyder of South Abington Township - is a career agent with Baltimore Life Insurance Companies who holds numerous certifications for prior jobs:EMT/Paramedic II Instructor, PA Department of Health Adult and Pediatric Advanced Life Support Instructor, and PA State Fire Academy Instructor. He was a patrolman for Clarks Green Borough, and firefighter for Clarks Summit and Chinchilla Fire Departments who then joined Community Medical Center in Scranton as a Paramedic. He moved to Community Life Support Systems, Inc. of Clarks Summit as VP & Operations Manager.
Gloria J. Lance

Gloria J. Lance, M.S., ARWA Vicechair, of South Abington Township, along with husband Jack and daughter Emily has resided in South Abington for over 25 years. Gloria maintainsher appointment to South Abington Sewer Authority for more than 20 years and to AWRA since 2000. Her experience in community service is sustained by a belief that every contribution will bring about a greater good. Her active involvement in the alumni board of Keystone College, Leadership Lackawanna, the Junior League of Scranton as well as state and local organizations related to her field have been instrumental in preparing her to work towards each goal successfully. Gloria is a graduate of Keystone Junior College, Millersville University and the University of Scranton Masters Program.
David J. Rinaldi, ESQ.

Atty. David J. Rinaldi, ARWA Board Member, represents Clarks Green Borough. He currently serves as Borough Council President and is the only member of the Board holding an elected position in his municipality. Atty. Rinaldi has maintained a law office in Scranton, Rinaldi & Rinaldi, since 1980. After graduating from the Widener University School of Law, Atty. Rinaldi was appointed a Clerk to the staff of Pennsylvania Supreme Court Chief Justice Michael Eagen. Since then Atty. Rinaldi has served as Lackawanna County Solicitor, South Abington Township Solicitor and Lackawanna County Housing Authority Solicitor along with Solicitor to Lackawanna County Controller's Office and Scranton Single Tax Office.
Murli Rajan

Murli Rajan serves as the Associate Dean of the Kania School of Management at the University of Scranton . He is a Professor of Finance and the former director for the MBA program. He has worked as an auditor for a public accounting firm in Wellington, New Zealand, and in the treasury division of a manufacturing firm in Delhi, India. Murli received his Ph.D. in Finance from Temple University and is a CFA Charterholder. He has taught various courses including, Introduction to Finance, Investments, Portfolio Management, and Fixed Income Securities. Murli has received various teaching awards including the Kania School of Management Finance Teacher of the Year Award (Spring 2008, Spring 2006) and the Student Choice Award for Excellence in Teaching (Fall 2000). He has also published in many academic journals including Global Finance Journal, Journal of Economics and Business, Journal of International Business Studies, Journal of Investing, Quality Progress, Internet Research, Operations & Information Management, Journal of Business & Economics Research, and Journal of Internet Commerce. He is a member of the CFA Institute, serves as a consultant to the CFA Institute, and is an expert witness testifying on matters related to economics damages.
